    Quick reference — the three thresholds
    • 0.2% — 0.3% THC : most EU countries (France, Germany, Belgium, Netherlands…). The standard EU framework.
    • 1% THC : Switzerland (since 2011) and Czech Republic (since 2024) — the most permissive plant thresholds in Europe.
    • 1 mg THC / product : United Kingdom — a stricter per-product cap, not a plant threshold.

    CBD is legal in France under conditions. The decree of 30 December 2021 authorizes cultivation, importation and sale of hemp products with THC ≤ 0.3%. The Conseil d'État confirmed in 2022 the legality of flower and leaf sales. The 2026 DGAL plan restricts CBD-labeled food products.
